Following Governor Rauner's State of the State Address, State Representative Allen Skillicorn (R-East Dundee) said Illinois needs transformative reforms that provide property tax relief, consolidate local governments and reign in pension debt to save Illinois.
Statement by State Representative Allen Skillicorn (R-East Dundee): 

“Illinois needs bold and transformative reforms that focus on lowering property taxes. People need relief from this burden and one of the key areas to focus on is Illinois’ 7,000 local governments. If we can consolidate this number down to something more manageable, it will go a long way toward improving the outlook for people in the 66th District and across Illinois.

“We also need to take a more assertive approach to reigning in our pension debt. If the Governor provides bold leadership and legislators in Springfield focus on transformative policies that put taxpayers first, we can save our great state of Illinois.”
Last week, State Representative Allen Skillicorn (R-East Dundee) filed legislation that would allow debt-ridden municipalities the ability to petition the state to file for Chapter 9 bankruptcy. Through the legislation, House Bill 501, Illinois would become the 25th state to allow municipalities this option as a means to restrain runaway costs to taxpayers.

“If a municipal government becomes so debt-stricken it can’t pay its bills, taxpayers are the ones who end up suffering,” said Skilliorn.

Skillicorn said the proposal essentially follows the same bankruptcy filing process as if a municipality were going through bankruptcy like a person or business. A municipality would have to prove before the court it cannot pay its bills. If it can prove its delinquency, the municipality would have to file a plan according to a court-ordered schedule that divides creditors into classes and proposes treatment for each class. Creditors would get to vote on the plan and the court would approve the plan that has been accepted and is in the best interest of the creditors.
Today, Allen Skillicorn (R-East Dundee) took the oath of office to represent the 66th District in the Illinois House of Representatives. Skillicorn, who won the November 8, 2016 election, will replace the retiring Mike Tryon (R-Crystal Lake).

“I want to thank the voters and residents of the 66th House District for the opportunity to represent you in Springfield,” said Skillicorn. “Illinois government is broken, but we can fix it. I’ve consistently advocated for doing more with less while I was a Trustee in East Dundee and I will bring that same attitude to the General Assembly. It’s time for Illinois to pass real property tax relief, reform our broken workers’ compensation system and stop the spiraling pension debt. I will fight for this every day in Springfield.”
